Who’s Responsible?

At 4:30 pm, Car A skidded into the rear bumper of Car B in the middle of a busy intersection. Both cars were going approximately 25 mph. The posted speed limit was 35 mph but heavy traffic slowed things down.

The impact involved the front passenger side bumper of Car A and the rear driver side bumper of Car B. Driver B complained of neck pain and was taken to the hospital by ambulance. Driver A suffered minor injuries.

Driver A stated that Car B stopped suddenly and that there was no time to stop so they tried swerving to avoid Car B. Conditions at the time were overcast but dry, with mild temperature.
